Boston Medical Center to lay off 40

Financially-strapped Boston Medical Center has told about 40 more employees they will be out of a job on November 1.

The announcement comes just days after a report that the medical center’s top executive Elaine Ullian received a one-time $3.5 million retirement bonus in 2008.

It also comes a few weeks after the inner-city medical center opened its renovated new-mothers’ wing, with private rooms for patients.

BMC spokeswoman Ellen Berlin said the hospital will close an intensive care unit on November 1, a move that will impact 40 workers. “We have to be more efficient,” she said. Over the past year, BMC has already laid off more than 100 employees.

The announcement has upset an already embattled staff, one nurse told the Herald. “People are sad for the nurses that got laid off, and upset that they can give a bonus like that when the hospital is losing so much money,” said the nurse, who requested anonymity.

BMC provides health care to the region’s poorest people. For years, the state provided almost dollar-for-dollar reimbursements for health care provided by the medical center.

But in the past two years, the state has squeezed that reimbursement rate to some 64 cents for every dollar spent.

This year, Berlin said, the hospital expects to lose $170 million. The huge losses have sparked questions about Ullian’s eye-popping bonus and the new-mothers’ wing renovations.

Berlin said yesterday that the medical center’s board of trustees approved Ullian’s multimillion-dollar payout in 2005, during contract negotiations.

“Boston Medical Center was in a different place then,” she said.

And about the just-renovated new-mothers’ wing, she said, “Low-income women deserve care, just like any other women.”
